The Action Plan defines how will be handled the urgent humanitarian needs of island residents while developing and implementing a transformative recovery.
On September 20, 2018, the Governor of Puerto Rico, Ricardo Rosselló Nevares and U.S. Department of Housing and Urban Development (HUD) Secretary Ben Carson, announced the formal execution of the grant agreement for the first allocation of $1.5 billion.
This action plan was approved by HUD on July 29, 2018 and includes an analysis of the first damage calculation and reports on the preliminary design of the 19 programs that will meet the urgent needs of housing, planning, economic recovery and Infrastructure.
The past August 14, 2018, was published the Federal notice for the second allocation of $8.2 billion. This notice establishes the conditions for how these funds may be used.
Under this premise, the draft of the Substantial Amendment to the approved Action Plan was developed and published on September 21, 2018.
The draft Substantial Amendment to the Action Plan maintains the 19 initial programs established in the HUD approved action plan, with some changes to the programs and their budgets. Eight new programs are added for unmet needs.
On November 18, 2018 the Substantial Amendment to the Action Plan was submitted to HUD for final approval. This publication includes the answers of the comments and proposals presented in the public comment period.
